Procurement has a key role in delivering high quality patient care whilst ensuring value for money. We manage the procurement of goods, services and works across the Trust.

Paul Ralston

The Leeds Teaching Hospitals procurement team is made up of over 100 staff across a range of disciplines, including Procurement and Contracting, Logistics and Materials Management, Supplier Relationship Management, Data and eProcurement and Commercial Activity.

We are proud of the high quality procurement service we deliver. We are accredited against the national Commercial Continuous Improvement Assessment Framework, at Best, with a score of 91%.

We are keen to work with suppliers across all categories. We are increasingly looking at how we can work with suppliers on social value and sustainability, both in the goods and services used by the Trust, and in helping to deliver improvement to the population of Leeds and West Yorkshire.

Procurement supports the delivery of value for money across all non-pay spend in the Trust, with the exception of pharmacy goods. We have a range of goods and services which we procure, and on the Commercial Pipeline page you will find our pipeline of activity for known potential contract opportunities across the Trust.

We have a three year Procurement Strategy, and our vision is to be the best provider of procurement services to support delivery of patient care in The Leeds Way.

Collaboration

We work closely with a number of national bodies. In particular, NHS Supply Chain provides a number of our goods and services via their existing national contracts.

We also work collaboratively with other NHS and public sector organisations, as part of the Leeds Anchor Network, the West Yorkshire Health and Care Partnership, and the West Yorkshire Association of Acute Trusts.

The West Yorkshire Association of Acute Trusts (WYAAT) is a collaboration of six NHS trusts who deliver acute hospital services to 2.6 million people across West Yorkshire and Harrogate. WYAAT has a collaborative procurement programme which you can learn more about on the WYAAT website.

Social Value

The Trust takes account of social value in our procurements, to promote social value benefits as a public health institution and as an Anchor Institution for the Leeds City Region.

The Trust uses the central government Social Value Model to assess social value benefits and align it also with our own social value priorities. These social value Benefits can include:

  • Wellbeing – Benefits that improve health, well-being and community cohesion
  • Equal Opportunity – Benefits that reduce the disability employment gap and tackle workforce inequality
  • Covid-19 Recovery – Benefits that help communities to manage and recover from the impact of Covid-19
  • Tackling Economic Equality – Benefits that help create new businesses, new jobs, new skills and to increase supply chain resilience and capacity
  • Fighting Climate Change – Benefits that allow for the effective stewardship of the environment and to contribute to the NHS Net Zero objective

This aligns with the requirements of the Social Value Act 2012 and the government’s Procurement Policy Note 06/20 – taking account of social value in the award of central government contracts for NHS tenders to take account of the additional social benefits that can be achieved in the delivery of its contracts.
